Stony Rise Village is a neighbourhood retail centre under development in Devonport, Tasmania, Australia.
The centre is intended to offer convenient everyday shopping, dining and essential services for Devonport’s expanding residential community.
The project is being delivered by Tipalea Partners, an Australia-based private property development and investment group, with a projected investment of A$60m ($42.2m).
A development application for the project was submitted to Devonport City Council in May 2022.
Construction commenced in May 2026 following approval under the Land Use Planning and Approvals (Stony Rise Development Approval) Bill 2024.
Opening of the retail centre is targeted for mid‑2027. The scheme is currently 70% pre‑let.
The project is expected to create more than 600 construction jobs and 400 jobs at the centre once it commences operations.
Location
Stony Rise Village is positioned at the corner of Stony Rise Road and Friend Street, next to the Harvey Norman-anchored Devonport Homemaker Centre in Devonport on Tasmania’s north-west coast.
The neighbourhood centre is intended to serve residents in Stony Rise and Miandetta, as well as a wider catchment extending south to Latrobe, Spreyton and Sheffield, and nearby suburbs.
The retail centre is the second project being developed by Tipalea Partners in Tasmania after from the Spring Farm Village shopping centre.
Stony Rise Village shopping centre details
The Stony Rise Village shopping centre will span approximately 6,300m² (around 67,800ft²).
With community and nature‑informed design principles, it is intended to function as a multipurpose neighbourhood hub rather than solely a shopping destination. It is set to combine essential services with everyday retail, prioritising high‑quality amenities and a well‑designed public realm.
The scheme emphasises safety, accessibility and walkability, incorporating landscaped public areas, shaded pedestrian connections and outdoor seating to encourage social interaction and strengthen local identity.
A new shared pedestrian route will provide a lively, open environment, enabling people to walk safely to dining and retail options.
Retail and dining facilities at Stony Rise Village
The centre will feature a mix of local and national retailers, including a full‑line supermarket, a national pharmacy, cafés, speciality shops and a contemporary medical facility.
Woolworths Supermarkets will serve as the anchor tenant at the retail centre, opening what is described as its largest store in Tasmania’s north‑west. It will occupy an area of 4,000m², including a 400m² online click and collect and direct-to-boot services.
Speciality shops will occupy 1,450m² (15,607ft²), alongside national chemist operator Chemist Warehouse, which is introducing its first regional superstore covering 500m². The first level will be anchored by a medical facility or gym covering 550m².
Additional tenants are set to include the Coffee Club, BWS, Loaded Laundry, Hennessy’s Bakehouse and K9000 Dog Wash, plus a newsagent, a nail salon, health and beauty services, and several food and beverage operators.
Construction details
Pre-construction works, including excavation, along with compaction of the subgrade, were completed by April 2026, following which earthworks, the foundation basecourse, strip footings, manholes and underground services were undertaken in preparation for the concrete slab pour.
In July 2026, precast panels started arriving at the site. The development is expected to use nearly 150 precast panels, with some of them weighing up to 16,000kg (35,274lb). The panels are held using temporary props until the structural steel is installed.
Amenities at Stony Rise Village
The scheme will incorporate contemporary amenities such as a modern parents’ room, convenient parking with shade sails, disabled and male/female bathrooms, enhanced technology and security, and safe pedestrian routes, plus segregated truck and loading access, and curated public art.
Additionally, it will feature advanced building systems including a full solar array, a weather station, free Wi‑Fi, wireless device charging and a dedicated smart‑building app, in addition to cloud‑based CCTV, licence plate recognition cameras, vehicle counting, duress intercoms and a building information dashboard.
The car parking area will include up to 300 bays. Parking bays are set to be generously sized with double line marking on both sides, alongside designated spaces for older people, parents with prams and recreational vehicles.
Electric vehicle (EV) charging network operator Evie Networks will operate EV charging points at the facility, providing fast charging options for visitors.
Dedicated areas for taxis and app‑based food delivery pick‑ups such as Uber, will also be provided.
Contractors involved
Architecture and design company i2C Architects is responsible for the centre’s design.
Fairbrother Northern Tasmania, a regional operational division of construction company Fairbrother, has been appointed as the main contractor for Stony Rise Village. Leasing has been handled by Elders Commercial, together with ATD Retail.
